CHILTERNS CRICKET LEAGUE CONSTITUTION
The League shall be known as the Chilterns Cricket League (Referred to as ‘the League’). It may adopt the name of its current sponsor if it so wishes.
a) To organise cricket on a championship basis for the members of the League, with the object of playing club cricket in the spirit of the game as it is understood by those who play within the aegis of the Club Cricket Conference. Member clubs must also be members of the Club Cricket Conference and their relevant County Cricket Board
b) To promote a good standard of playing strength and general facilities among member clubs.
c) To organise midweek and colts cricket and social events for member clubs.
The Officers of the League who shall form the Executive Committee shall be:
The Hon. Secretary
The Hon. Treasurer
The Hon. Fixture Secretary
Each Officer shall be a member of a different club and shall be elected at the Annual General Meeting to serve until the end of the next Annual General Meeting, unless agreed by the committee by a two-thirds majority at an AGM, that two officers may be from the same club.
The Chairman shall take the chair at all general meetings of the League and at League Committee meetings: in his absence a meeting shall elect a chairman for that meeting.
- MEMBERSHIP a) Membership of the League shall be open only to cricket clubs or cricket sections of sports and social clubs.
- b) Applications for membership will only be considered at a general meeting of the League and must be proposed and seconded by existing member clubs. If the proposal to invite an applicant is duly passed the Hon. Secretary shall write and invite the applicant to join the League and upon written acceptance the applicant shall become a member.
- c) A club may withdraw from the League by giving a season’s notice in writing to the Hon. Secretary. In extraordinary circumstances a shorter notice of withdrawal may be allowed at the League Committee’s discretion. If a member club withdraws from the League in mid season all matches in which it has played shall be null and void and all points from such matches shall be disregarded.
- d) League membership of any member club may be withdrawn on a vote taken at a General Meeting of the League.
- e) It is the responsibility of each member club to nominate a representative who shall receive all communication from the League and to inform the Hon. Secretary if this representative changes.
- a) The League shall be run by a League Committee consisting of the officers of the League and a representative of each member club who is not represented by an officer.
- b) The League Committee shall meet as often as is required to manage the affairs of the League but not less than three times per annum. In between meetings of the League Committee the day to day affairs of the League shall be transacted by the officers of the League and any sub-committee set up for that purpose.
- c) The League Committee may delegate authority to act on its behalf to sub-committees, specifying the limits of such authority, which shall automatically cease at the start of the next A.G.M.
- GENERAL MEETINGS
- a) Annual General Meetings (A.G.M.)
The Annual General Meeting of the League shall take place by the 30th November in each calendar year to transact the following business:
- To approve the minutes of the last A.G.M.
- To receive the Chairman’s report.
- To receive the Hon. Treasurer’s report and audited accounts.
- To appoint an Hon. Auditor for the coming year.
- To fix an annual subscription for the coming year.
- To consider any applications for membership.
- To consider any other business contained in the notice of the A.G.M. sent to member clubs.
- To elect the officers of the League for the coming year.
- To elect a disciplinary sub- committee.
b) Extraordinary General Meetings (E.G.M.)
An Extraordinary General Meeting shall be called by the Hon. Secretary on the instruction of the League Committee or within 28 days of receiving a written request from not less than one third of the member clubs. The notice of the E.G.M. shall contain the Agenda for the meeting and any resolutions to be considered; no other business may be considered at the E.G.M.
c) Notice of A.G.M.s and E.G.M.s
The Hon. Secretary shall send notice in writing of each A.G.M. or E.G.M. to the last known representative of each member club. The notice shall contain the date, time and place of the meeting and the business to be discussed. At least 21 days notice shall be given. Member clubs wishing to propose resolutions at the A.G.M. should submit these to the Hon. Secretary at least 28 days in advance so that they can be included in the Agenda.
d) Attendance at General Meetings.
Any member of a member club may attend and, subject to the Chairman’s discretion, speak at a general meeting. Each member club shall have one vote and each club’s representative will be deemed to speak and vote on his club’s behalf.
A quorum shall be not less than one half of the member clubs.
- a) General Meeting
Each club shall have one vote on any resolution and the election of each officer. At general meetings of the League a simple majority of the votes cast shall be decisive except in cases of:
- Alterations to the rules of the League.
- Invitation to new clubs to join the League.
- Withdrawal of membership of the League from any club.
In such cases a majority of two thirds of the vote cast is required, any abstentions being disregarded. Member clubs unable to attend the meeting may register their vote on any resolution or election by writing to the Hon. Secretary in advance of the meeting, but this shall not count towards the quorum of the meeting. In the event that a vote on a simple majority resolution is tied the resolution shall fail.
b) League Committee Meetings
Each club shall have one vote on any resolution and all resolutions will be passed by a simple majority: in the event of a tied vote the chairman of the meeting shall have a second casting vote.
a) Each member club shall pay the annual subscription to the Hon. Treasurer before the start of the League Season. Accounts to the 31st August in each year shall be drawn up by the Hon. Treasurer, audited and presented to the Annual General Meeting.
b) In the event of the Chilterns Cricket League ceasing to operate, the following financial policy will be operated: “After all creditors have been paid in full from any funds available the remaining funds shall be shared equally between all of the current members clubs who are fully paid up members and have been for at least the previous five consecutive seasons.
- ALTERATIONS TO THE RULES
The rules of the League may only be changed by a resolution passed at a properly convened general meeting of the League. Notice of proposed alterations shall be given in writing to the Hon. Secretary, proposed and seconded by member clubs; such notice shall be given not less than 28 days before an AGM to allow the Hon. Secretary to give formal notice of the proposal to member clubs.
- THE FORM OF THE CHAMPIONSHIP
a) Playing regulations
All League matches shall be played under the M.C.C. Laws of cricket then current, as modified by the playing regulations set out in Appendix A to these rules.
b) The Winners
League positions shall be determined using the criteria set out below in the following order:
- The team with the most points
- The team with most wins.
- The team with most maximum points wins i.e. with 26 or more points.
- The team with the greatest number of points in the matches played between the clubs finishing level in criteria i), ii) and iii).
- In the event of two teams still being equal after criteria b) i) -iv) have been applied, the Executive Committee shall have the power to arrange a play-off match as below:
- The match will be played on the 3rd Saturday in September of the same season.
- It will be played on a neutral ground.
- The match will be of 50 overs per side with the limit of 12 overs per bowler.
- The team scoring the most runs will be deemed the winner. In the event of a drawn match with scores finishing level the team losing least wickets shall be deemed the winner.
- In the event of a tied match or runs and wickets being equal, the team batting first shall be the winner.
- In the event of a play-off, all players shall have represented the club in at least 3 league matches during the season and in the event of a 2nd XI playoff, shall have played in at least 3 2nd XI matches during the season.
- A neutral ground and neutral umpires will be provided.
- All things still being equal, each side will bowl 11 balls at 3 stumps with each player bowling 1 ball each. The team striking the stumps most times will be the winner. Bails will be used. If a winner is still not decided, the toss of a coin shall determine the winner.
- No player taking part in League matches may receive remuneration for playing.
- No player may play for more than two clubs in the League in any one season, with only one change of club being allowed. A player, having played in the current season may move clubs immediately, providing that the secretary of the first club is made aware and has no acceptable objection. The Hon. Fixture Secretary must be informed and the club playing the transferring player must have permission from the Hon. Fixture Secretary before he can play. Seven days must be allowed from informing the Hon. Fixture Secretary to receipt of written permission. Clubs must include FULL names of all players who take any part in any match on all results sheets to ensure accuracy of statistics. Before the start of play, both captains shall provide to the scorers a list of player names, and ages if under 19. No transfer will be allowed after 31st July of the current season.
- The Executive Committee have the power to decide on any player’s eligibility.
A club fielding an ineligible player will receive the following penalty. The defaulting team will have all points won in the match deducted. The opponents will receive 25 points, or the greater already won.
The Hon. Fixture Secretary will inform all clubs of any points deducted on the next available results sheet.
The club involved shall have the right of appeal to the Executive Committee within 7 days of notification of the penalty being imposed.
- No club shall have two teams in the same division. The first eleven will have priority in matters of promotion and relegation
- The bottom two teams in each division shall be relegated excepting the bottom division.
- The top two teams in each division, from division two down, shall be promoted.
- If a team is due to be relegated but has a team in the division below, it shall not be relegated.
- If a team is due to be relegated and its next lower team is due to be promoted to the division its higher team played in the previous season, both teams will remain in the division they played in during the current season.
- If a team finishes in the relegation positions but has a team in the division below, the Executive Committee shall have the authority to relegate as follows
1) To relegate the third bottom team, provided it does not have a team in the division below.
2) If the third bottom team cannot be relegated, the fourth bottom team shall be relegated.
3) No team finishing above fourth from bottom shall be relegated.
vii) If a team finishes in the promotion positions but has a team in the division above, the Executive Committee shall have the authority to promote as follows
- To promote the third from top team provided it does not have a team in the division above.
- If the third from top team cannot be promoted, the fourth from top team shall be promoted.
- No team finishing lower than fourth from top shall be relegated.
viii) In the last four matches of the season a club 2nd XI may play a maximum of one player who has made more than four appearances for the 1st XI during the previous six matches
APPENDIX ‘A’ TO THE RULES OF THE CHILTERNS CRICKET LEAGUE.
- The league shall consist of as many divisions as the number of teams entered allows.
- No division shall have more than ten teams unless otherwise decided by the Executive
- No club shall have more than one team in any division
- Each club shall play every other team in its division on a home and away basis during the period of the championship and all games shall be played on Saturdays during the period Week 2 – Week 21 inclusive, as designated by the C.C.C., unless otherwise directed by the executive committee.
- CONDUCT OF MATCHES
Matches shall be conducted in accordance with the M.C.C. Laws of Cricket, except for matters provided in these rules.
a) MATCH POINTS WIN/LOSE/DRAW Matches
- The winning team, if batting first, shall receive 25 points.
- The winning team, if losing the toss & batting second, shall receive 25 points plus any bowling points earned; the winning team, if winning the toss and electing to bat second shall receive 20 points plus any bowling points earned.
- In a drawn match, the team batting first will receive 5 points and an additional 2 points if their score is 50 or more runs higher than the team batting second, providing that the team batting second received not more than 10 overs fewer than the team batting first. In a drawn match where the scores are level both teams will receive 5 points.
- A drawn match is defined as a match in which all available overs have been completed and a positive result has not been achieved. Draw points are awarded as in 3 b) iii)
- In a tied match, (defined as both sides finishing on equal runs provided the side batting second has lost all available wickets) both teams shall receive 10 points plus bonus points.
- Where games are cancelled or abandoned due to the weather, 5 match points plus any batting and bowling bonus points earned prior to abandonment will be awarded.
- An abandoned match is defined as a match in which play is not started or is curtailed due to inclement weather or bad light before it has been possible to complete all available overs.
- There is no lower or upper limit to the amount of overs which have been completed.
- Abandoned match points and bonus points are awarded in accordance with rule 3 b) iii)
b) BONUS POINTS
- The winning team, batting first, will receive any batting points earned.
- The winning team, batting second, will receive any bowling points earned
- A team that ties, draws or loses will receive bonus points in addition to any match points due.
For scoring 100 runs –1 point; and for each additional 25 runs – 1 point, up to a maximum of 5 points for 200 runs.
In addition, a team batting second that loses or draws will receive the following points in addition to batting points as in iv) above.
For scoring 60% of the team batting first’s runs – 1 point
For scoring 75% of the team batting first’s runs – 2 points
For scoring 90% of the team batting first’s runs – 3 points.
If the above percentage results in a fraction of a run, the total must equal the next whole run to gain the point. E.g. Team A scores 201 batting first. Team B must score 101 to gain 1 extra point, 151 to gain 2 extra points, 181 to gain 3 extra points.
1 point for every 2 wickets taken. If a team with less than 11 players is dismissed, the fielding team shall receive 5 points irrespective of the number of wickets actually taken.
c) MATCH POINTS WIN/LOSE Matches
For Win/Lose games the result shall be a -
- Win for the team batting first if they get the team batting second all out for a lower score.
• Win for the team batting second if they score more runs than the target set by the team batting first.
• Washout if less than 20 overs per team and neither team has won.
• Tie if the innings of the team batting second is completed and have scored exactly the same number of runs as the team batting first, regardless of wickets lost.
Points shall be awarded For Win/Lose games as follows:-
Win - 30 Points
Walkover* - 30 Points (Except when all other games in a division are washed out when 9 points will be awarded)
Tie - 15 Points
Washout - 15 Points (No bonus points)
Bonus points only
Scratched - 0 Points
Bonus Points shall be awarded as follows:
Batting 1 Points 100-124; 2 Points 125-149;
3 points 150-174; 4 Points 175-199 5 Points 200+
Bowling 1 Point 2 or 3 wickets; 2 points 4 or 5 wickets, 3 points 6 or 7 wickets;
4 points 8 or 9 wickets; 5 points All Out
If the team batting seconds loses they will be awarded additional points as follows
1 additional point if they exceed 25% of the winning target,
3 additional points if they exceed 50% of the winning target
5 additional points if the exceed 75% of the winning target. (15 maximum bonus points)
If the team bowling second loses they will be awarded additional points as follows
1 additional point if they take 3 or 4 wickets,
3 additional points if they take 5, 6 or 7 wickets
5 additional points if they take 8 or 9 wickets. (14 maximum bonus points).
4. MATCH REGULATIONS
a) DURATION OF THE MATCH
All matches in will be a maximum of 90 6–ball overs. The team batting first may bat for a maximum of 47 overs.
Each innings will consist of a maximum number of 45 overs.
There shall be an interval of 10 minutes between innings, where possible, tea shall be taken between innings and the interval extended to a maximum of 20 minutes. Tea may be taken at any other time only by agreement of the captains, who shall inform the umpires. Teas shall be provided free of charge by the home club. One drinks interval is permitted during each innings. The umpires may exercise discretion and agree to 2 drinks intervals in particularly hot weather.
c) CHOICE OF INNINGS
The captains or their deputies shall toss for the choice of innings on the field of play at least 15 minutes before the match is due to start and should be witnessed by the umpires.
d) PLAYERS LEAVING THE FIELD
- An incoming batsman must pass the outgoing batsman on the field of play. A player shall not be allowed to leave or return to the field of play without the consent of the umpire at the bowler’s end and then, can only return either at the end of an over or at the fall of a wicket.
- A substitute fielder may only be used to replace a fielder injured during the current match
e) MATCH BALLS
- The home club shall provide balls for both innings, which shall be produced before the toss is made and a spare ball to be carried by the umpire during the match.
- Balls must be identical new balls of a make approved by the league for that season.
- In WIN/LOSE/DRAW matches One new ball shall be used for each innings but the side fielding second shall have the option of continuing to bowl with the old ball until they wish to take a new ball. In WIN/LOSE matches a new ball must be used for each innings.
- The umpire will inform the batsmen and scorers when the new ball is taken during the second innings.
- Any competent person shall be eligible for appointment as an umpire and each club shall be responsible for providing such an umpire for every match.
- Clubs failing to provide an umpire for a match must nominate a player from their side to umpire while they are fielding and will therefore field with 10 men. The ‘player-umpire’ will be allowed to bat during his team’s innings but the team must provide an alternative umpire.
- The 'player/umpire' shall stand as an official umpire and will carry out all the normal umpiring duties. He shall assume full responsibilities as if he were the umpire & carry out responsibilities with this in mind. The side without an umpire may only replace the 'player/umpire' ONCE and only when he is due to bat, unless otherwise agreed with the opposing captain before the commencement of the innings.
g) STARTING TIME
- All matches shall start at 1:00pm.
- Umpires shall be on the field of play 5 minutes before the starting time.
- If less than 9 of the fielding side are ready to play when either innings is due to start, the umpires shall report the defaulting club to the Hon. Secretary.
h) LATE STARTS
i) OVER LIMITATION OF BOWLERS
No bowler may bowl more than 25% of the overs available at the start of the innings. If this calculation results in a fraction, the number shall be rounded up. Subject to the above no bowler may bowl more than 12 overs.

j) If a club cannot fulfil both fixtures, the 1st XI fixture must be played and the 2nd XI fixture forfeited. The match points will be awarded to the 2nd XI opposition, as per the League rules.
5. WEATHER CONDITIONS
- For WIN/LOSE/DRAW matches, rain interrupted matches must be at least 50 overs duration. A match cannot commence if less than 50 overs are available to be played, based on a deduction of 2 overs for each seven minutes play lost before the match has commenced.
- For WIN/LOSE matches each innings must be a minimum of 20 overs.
- For Win/Lose games if overs are lost due to stoppage during the innings of the team batting second a revised winning target shall be calculated as follows. The total runs scored by the team batting first plus 1 shall be divided by the number of overs available to the team batting second at the start of their innings. This over rate will be multiplied by the number of additional overs lost by the team batting second and deducted from the original target.
- The two captains shall decide whether the conditions are suitable for the match to commence and, if they cannot agree, the umpires shall decide. If the umpires cannot agree between themselves, play shall not start. After play has commenced, the umpires shall be the sole judges as to the fitness of the ground, weather and light for the continuation or resumption of play. However, if both captains wish to continue or to resume play in the prevailing conditions, their wishes shall be met. Umpires have the ultimate responsibility for the safety of players and in cases where captains cannot reach agreement, the umpires ruling is final.
- Where weather or light interferes with play, overs shall be immediately lost at the rate of 2 overs for each full 7 minutes lost.
- If weather interrupts a game that has started, overs shall also be lost equally by both sides. If the team batting first has already received more than its revised number of overs, its innings shall close at once and the side batting second will be entitled to the remaining overs. If the first innings has been completed, all overs lost will be deducted from the second innings.
- The umpire shall record all interruptions and delays to play and shall inform both captains and both scorers of the number of overs to be played in the match before play is restarted.
6. OTHER MATTERS
- When a game is cancelled for any reason other than the weather, the defaulting team shall be fined £20. Their opponents shall receive 30 points.
- No game may be cancelled before 3.30pm for a 1:00pm start unless both captains agree.
b) ARTIFICIAL PITCHES
Artificial pitches are not to be used in league matches, except with the permission of the Management Committee.
There is a requirement that covers will be used, as necessary, after the game has started, if they are available. It is courtesy that the home captain informs the visiting captain that these are available before the game starts.
d) MATCH REPORTING
- Each club shall ensure that full names of all players taking part in a match are registered on play-cricket before the start of the match.
- It is the responsibility of the captain of the home side to ensure that the Hon. Fixture Secretary is notified of the result, including games cancelled or abandoned, by no later than 11 a.m. on the day after the match was played or scheduled. Failure to do so will result in a fine of £10.00. The method for reporting results will be communicated to all clubs by the Hon. Fixture Secretary before the start of the season.
- Full results must also be submitted by the home club to the Hon. Fixture Secretary via the ECB play-cricket web site by 5pm on the day following the match. The away club must confirm the details of the result on play-cricket by 5pm on the second day following the match. Any breech of these rules shall incur a fine of £10. Full names of players must be used on the result submission.
e) LATE ARRIVALS
Players, who arrive after the game has begun, must report to the umpire before the 27th over of the match. Any player, who arrives later than this time will not be permitted to take any part in the match. The umpires must be informed, before the commencement of play, if a team does not have a full complement of players.
Perpetual trophies shall be returned to the Hon. Secretary by 31st August each year.
7. AUTHORITY OF THE MANAGEMENT COMMITTEE
a) MATTERS NOT COVERED BY THE RULES
In the event of any question arising which is not specifically covered by these rules, the Executive Committee shall have the power to deal with it as they see fit.
b) COMMITTEE DECISIONS TO BE FINAL
All decisions made by the Executive Committee in the interpretation of all rules, or on other matters concerning the business of the Chilterns Cricket League, shall be binding and final on all parties.
The Revision of the Laws of Cricket
The 2017 Code has made changes to almost all of the 42 laws.
We are fortunate in enjoying much of our cricket which is played within the spirit of the game. In the preamble to the Laws, the spirit of the game is described in the following way:
“Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within the Laws, but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the Spirit of fair play rests with the captains.”
SPEEDING UP MATCHES
There have been numerous complaints about time wasted on match days, leading to very late finishes. The League Committee has investigated penalty systems in other leagues and believes the best approach is to expect all clubs to implement the following guidelines.
- Suitable extra balls must be available to save time wasted searching for missing balls. 2 spare balls should be offered and agreed before the beginning of each innings.
- Batsmen need to pass on the pitch at the fall of a wicket. There is an expectation that the incoming batsman should be in his crease within 3 minutes of the fall of a wicket.
- Keep to 20 minutes for tea interval.
- Some clubs have a reputation for lengthy delays when field placing. Captains are expected to keep time to a minimum when placing fields between overs and to avoid, as far as possible, changes in field placing during an over.
Please ensure results are entered on play-cricket as per the rules above.
PLEASE NOTE (2002)
Safety Guidelines on the wearing of helmets by young players must be enforced.
There are no permissible exceptions to this directive in The Chilterns League, i.e. all players up to the age of 18 must wear a helmet as in the guidelines printed in this handbook.
The ECB Fast Bowling Directives, as published in this handbook, must be adhered to.

ECB Safety Guidance on the Wearing of Cricket Helmets by Young Players
In February 2000 the England and Wales Cricket Board (ECB) issued safety guidance on the wearing of helmets by young players up to the age of 18.
In brief, the guidance recommends that:
- Helmets with a faceguard or grille should be worn when batting against a hard cricket ball in matches and in practice sessions
- Young players should regard a helmet with a faceguard as a normal item of protective equipment when batting, together with pads, gloves and, for boys, an abdominal protector (box)
- Young wicket keepers should wear a helmet with a faceguard when standing up to the stumps. With the assistance of schools, cricket clubs and leagues, the wearing of helmets by young players is now standard practice in cricket throughout England and Wales. Helmets are widely available and are covered by a British Standard (BS7928:1998).
The original guidance allowed parents or guardians to give their written consent to allow a young player not to wear a helmet. However, now parental consent not to wear a helmet should not be accepted in any form of cricket.
A face protector represents an alternative head protection system for young wicket keepers. Face protectors are, at the time of publication of this guidance, a relatively new innovation. ECB is currently working with manufacturers in order to achieve a British Standard in relation to all face protection technology for juniors.
